Achieving some absolute standard of learning for all children is a key element of global equity in education. In their Working Paper for the Center for Global Development, Maryam Akmal and Lant Pritchett apply data on education from India, Pakistan, Kenya, Tanzania, and Uganda to measure learning in math, reading in a local language, and English. They assess the role of achieving equality between the richest 20 percent and the poorest 40 percent, in terms of grade attainment and learning achievement measuring this in accomplishing the goal of universal numeracy and literacy for all children.
