In Love-Hate with the United Nations? The United States and the UN System
In this report, Klaus Hüfner of the
Global Policy Forum points to the ambivalent relationship between the U.S. and the United Nations. Although the U.S. is the leading contributor to the UN regular budget and the budget for UN peacekeeping operations, it is also the largest debtor due to partially or fully deferred payments. Large amounts of unpaid assessed contributions thus cause major administrative difficulties for the UN’s budgeting activities. The U.S. proposes shifting from assessed to voluntary contributions. Since most voluntary contributions are restricted to specific projects or countries, this would imply that the U.S. – the most important donor of voluntary contributions – would become the dominant decision-maker in the UN. The author analyses the funding behaviour of the United States over recent decades and shows that financial leverage is a core U.S. policy tool vis-à-vis the UN.
