Beware Fake News - How Influence Operations Challenge Liberal Democratic Governments

Democracy is based on reciprocal trust among citizens, in institutions, and in the credibility of information. Influence operations, in particular those by foreign governments or malicious non-state actors, pollute an information environment, eroding trust and muddying public debate. In this paper for the Center for International Governance Innovation, Eric Jardine examines the dangers of influence operations for democracy and how the problem may be countered. Building people’s online “immunity”, creation by governments and traditional media of narratives to counter influence operations , and educational initiatives to increase user awareness of fake content might be helpful, although time-consuming and costly.
