A Necessary Voice: Small States, International Law, and the UN Security Council
In this paper for the
International Peace Institute, Adam Lupel and Lauri Mälksoo argue that if the international rule-based order continues to deteriorate, small and vulnerable states will be most at risk. This might make such states natural defenders of the international order and international law, encouraging them to use skillful diplomacy, notably in niche areas, in the UN Security Council, to bolster the legitimacy of the UN system and strengthen commitments to the principle of a rule-based international order.
