The rules governing human activity and cyber warfare activity in space are seriously out of date argues Patricia Lewis of Chatham House. With well over 1 000 satellites and more owners - countries, militaries, international organizations, the commercial sector and, recently, individuals - there is a pressing need for global norms to regulate future behaviour in space. The UN or the International Telecommunications Union (ITU) could host a new approach, or, like the Ottawa process for landmines, a group of like-minded states could assume collective responsibility.
