Promoting Investment in Research for Development Outcomes: A Research Ventures Fund at the World Bank

Investments in research and development (R&D) in activities whose economic returns cannot be captured by one firm or nation, represent a global public good (GPG). The World Bank’s absence from R&D has been due to problems of mandate, budget, and habit but the mandate is evolving to permit more GPG activities. In his note for the Center for Global Development, Scott Morris proposes a new Research Ventures Fund (RVF) at the World Bank to prioritize R&D investments in support of development. He suggests that development-oriented research consortia would be a promising start for RVF funding allocations.
