NATO has been more than a military alliance of shared need and convenience. Its endurance is attributable to the sense of community among the allies, who have bound themselves together based on shared values, while respecting their differences. The articles in this publication by Carnegie Europe explore solutions to the challenges NATO faces at the start of its eighth decade, including whether allied governments will maintain the necessary levels of defense spending and reciprocal assistance if they see one another less as part of the same political family, and whether divergent political systems and beliefs can break the allies’ will to use force jointly if a crisis calls on them to do so.
