As the transition to a low-carbon economy will not be possible without massive investment, and public resources will not be enough to fund them, public money must be leveraged to mobilise private capital. Werner Hoyer of the European Investment Bank suggest in this article for Project Syndicate that public financial institutions must create investment channels for the green technologies of the future - from floating wind farms and tidal-energy production, to better batteries and more efficient buildings. The need for low-carbon technologies for the mobility and energy-intensive industrial sectors will create opportunities for innovative businesses. Public banks must therefore lead where private capital is still reluctant to go.
