The approaches to Covid-19 have varied in line with their geographical, political and social contexts. In this note for the Tony Blair Institute for Global Change, Rosie Beacon sets out examples of crisis-led parliamentary innovations from around the world, and of lessons known and learned, to chart a way forward. She suggests that building new digital democracy systems does not automatically lead to good government or leadership, but breaking down power structures through digital technology is an important part of building a well-functioning, information-age state.
