 An estimated 216 million people needed humanitarian assistance in 69 countries in 2019. The COVID-19 pandemic has exposed weaknesses in national and global systems, structures and leadership. The scale of its fall-out cannot yet be assessed, but early evidence shows a disproportionate impact on the world’s most vulnerable people, already living in fragility and poverty, in, or at risk of crisis. This annual publication by Global Humanitarian Assistance (GHA) discusses crises and vulnerabilities, and the financing at work to help those in need. It includes an overview of the financing response to COVID-19, illustrating a humanitarian system under severe strain.
