A Whole-economy Carbon Price for Europe and how to get there

Putting carbon pricing at the centre of the EU climate policy architecture would bring major benefits. It would increase efficiency in the face of higher policy costs, provide a clear path to net zero, and foster a move towards a global carbon price regime. Obtaining these requires a uniform, credible and durable carbon price – the economic first-best solution. However, several of the preconditions for this solution have not yet been met. In this paper for Bruegel, Ottmar Edenhofer, Mirjam Kosch et al propose a sequenced approach to effect convergence in the policy mix.
