The world has never had a shared, measurable strategy to counter violent extremism and governments are increasingly outpaced and outflanked by the extremist threat. Hate and extremist ideologies that permeate many societies in ways that cannot be quantified, heighten contemporary challenges. While states cooperate to wage physical war, the same is not true in ideological war. Radically changing the way nations collaborate is essential.
