The COVID-19 crisis has created a critical juncture in the development of cities in the global South. Local governments and grassroots organisations have led urban responses that have been pivotal in shaping the pandemic’s outcomes for poor and low-income residents. In this research paper by the International Institute for Environment and Development, Alice Sverdlik and Anna Walnycki synthesise evidence on the pandemic’s impacts in urban areas, identify policy priorities, and develop a novel framework with guiding principles for co-creating inclusive, forward-looking, and transformative recovery pathways for cities of the global South.
