Build Back Better World Initiative: A Partnership Against or Beyond China?
Building influence through infrastructure financing and enabling connectivity has been at the core of the
Belt and Road Initiative (BRI) that Beijing has advanced since 2013. In this brief of the

New Delhi, Jagannath Panda discusses the strategic objectives of the venture and its relevance in a rapidly evolving democratic-authoritarian divide triggered by U.S.–China rivalry. He argues that although the
Build Back Better World (B3W) initiative has been framed as a competitor to BRI, that narrative derives from a broader U.S.–China power competition. B3W has areas of focus distinct from BRI and can be both a complement and a competitor to the BRI. Once implemented, B3W could become one of the largest infrastructure-focused initiatives of the democratic world, extending from Latin America and the Caribbean to Africa to the Indo-Pacific.
