Russia’s Economic Pivot to Asia in a Shifting Regional Environment

Russia today enjoys closer economic relations with China, which is now its largest trade partner and most important strategic ally. Moscow has also invested considerably in deepening its relations with the wider Asia-Pacific region. In this Emerging Insights paper by the Royal United Services Institute, Richard Connolly addresses three questions: What are Moscow’s ambitions for its ‘turn to the East’ policy; what progress has been achieved to date; and how might the rise of the Indo-Pacific concept affect Russia’s ability to foster closer economic ties with countries in the region. He suggests that Moscow may find its position weakened, especially in countries like India that are seeking to balance China’s power by aligning themselves more closely with the U.S. This could make it harder for Russia to establish a larger economic footprint across the region and leave Russia closer to China.
