The increasing competitiveness of the geopolitical environment has compelled the EU to review its external instruments and policy frameworks for cooperation to remain a relevant global actor and be able to promote its policy priorities. Faced with growing scepticism about its ability to address the competing demands of its internal and external policy priorities, the EU has developed a new financial instrument called the Neighbourhood, Development and International Cooperation Instrument - NDICI-Global Europe. The meaning, scope and implications of such changes are difficult to grasp, but are far-reaching, suggest Katja Sergejeff, Ennatu Domingo and Alexei Jones. In this ECDPM guide, they summarise the main aspects of the EU’s approach to development and international cooperation, building on and referring to relevant ECDPM publications and analyses.
