The European institutions and EU member states are working hard to advance digital integration. In view of the challenges, “positive integration” - through targeted EU regulatory action - is the way to tackle market failure within and beyond Europe.  In this paper for the German Institute for International and Security Affairs (SWP), Annegret Bendiek, Christoph Berlich and Tobias Metzger highlight digital integration as a precondition for effective European standards and norms, especially in international politics.
