Make Social Rights the beating heart of Europe

Reducing poverty and improving equity

The European Anti-Poverty Network argues in the paper that the scope of the European Pillar of Social Rights is still limited: It does not ensure human rights to migrants, effect safeguards against human trafficking and modern slavery, and the wording of some principles is too narrow. It identifies a need to move beyond principles to rights that can make a real difference to enabling lives free of poverty. Key steps to making the Pillar a real framework of rights include: Clear social standards to drive Active Inclusion; policy coherence in the European Semester and a road map for implementation; an effective Social Scoreboard; legislation to guarantee rights to social protection and minimum income for all; good governance; and participation for people in poverty.
