The Responsibility to Protect

Responsibility to Protect (R2P) is an international security norm that describes a global commitment to prevent four ‘mass atrocity crimes’: genocide, crimes against humanity, war crimes and ethnic cleansing. However, Alasdair McKay of the
Oxford Research Group suggests that this normative consensus may become fragile, as the reemergence of nationalism and geopolitical strains has led to many states retreating from human rights commitments. The R2P’s three-pillars - the protection responsibilities of the state; international assistance and capacity building; and timely and decisive response – must work in unison. He warns that without an effective means of enforcement, the edifice of R2P is unstable and may be unsustainable.
