The leadership of African nations faces the task of building social contracts that are sufficiently inclusive to permit the management of diversity. In this article for the Global Leadership Foundation, Chester Crocker looks at the emergence of the African state system, in the context of colonial legacies and the impact of the Cold War.  He analyses African conflict trends and discusses the most conflict-burdened sub-regions to highlight the link between governance and conflict patterns.  The most important challenge facing Africa’s leaders is governing  states characterized by ethnic diversity. He ends the essay with a sobering reflection on the challenge of achieving resilient governance.
