Judging Universities by How Free They Are
As university rankings measure quality of academic output, universities in countries that violate academic freedom do not suffer negative effects on their international reputation. The lack of comparable data on academic freedom prevents researchers from studying this in depth. In her address to the conference ‘
Bologna Process Beyond 2020: Fundamental values of the EHEA’, Janika Spannagel notes that the higher education sector is very reputation-sensitive and proposes a shift in reputation criteria such that academic freedom constitutes a key element of universities’ reputations. This can only be done by systematically monitoring restrictions on academic freedom, exposing unacceptable practices, and increasing awareness of the need to protect academic freedom.
