From Plaything to Player: How Europe can stand up for itself in the next five years
The world is facing a new order based on geopolitical competition and the weaponisation of global economic, cultural, and climate linkages. Pressure will mount on Europe as Russia, China, and the US undermine multilateral institutions and treat trade, finance, data, and security guarantees as instruments of power rather than global public goods. Carl Bildt and Mark Leonard suggest in their report for the
European Council on Foreign Relations that the new EU leadership team should build Europe’s self-sufficiency through a strong European pillar in NATO, and consider innovations such as a
European Security Council. They outline a foundation on which to rebuild a sense of EU unity in the face of problems that currently seem insurmountable.
