A WTO Reform Agenda - Data Flows and International Regulatory Cooperation

The World Trade Organization (WTO) is in need of reform to regain relevance amidst the challenges and opportunities of international trade. Joshua Meltzer suggests in this policy monograph for the Brookings Institution that in the absence of a comprehensive reform agenda for the WTO, developing e-commerce rules should be part of the reform. He suggests that the WTO should become a platform enabling regulatory cooperation and encouraging good regulatory practice, to overcome current barriers to e-commerce. Success in e-commerce would also position the WTO to address regulatory barriers to trade more broadly.
