The P5 Process: Ten Years on

Disagreements and strained geopolitical relations have stalled the so-called ‘P5 Process’, once regarded as an important step towards a global nuclear non-proliferation regime. In this European Leadership Network (ELN) policy brief, Max Hoell discusses how the expectations of both nuclear- and non-nuclear-weapon states for the P5 Process have lowered, and suggests to overcome the current impasse. In view of the 2020 NPT Review Conference, he offers analysis based on interviews with officials and experts of substantive and procedural issues which, if pursued, could be conducive to agreeing a final document at the 2020 conference.
