There is no common vision of where member states want the Eurozone to go, argues Lucas Guttenberg of the Jacques Delors Institut, Berlin. He suggest that the new Commission should concentrate on two parallel tracks: Shift its focus to replenishing political capital and recreating trust by building a lasting consensus on the direction of reform of the Eurozone; and take targeted steps to prepare the zone for the next downturn. However, the Commission faces a dual challenge at the start of its mandate: The economy has been doing well but is getting worse, and the political and institutional foundations of the Eurozone are shaky and unlikely to improve. This is a combination that demands thoughtful planning and effective action..
