Moving “Upstream” on Global Platform Governance
Discussions are under way about new regulations on online platforms and about breaking some up. Policymakers’ attention has been largely focused on the big Western platform companies, Amazon, Apple, Facebook and Google. Writing for the

et al suggest that by coupling flexible, upstream interventions across and between international and national levels, a new paradigm of governance for online platforms and AI is emerging. This strives not only to enable innovation and the benefits that platforms and actors deliver to society, but also to channel this “creative destruction” toward public policy goals.
