Djibouti’s geo-strategic location and infrastructure have made it the natural choice as the headquarters of the US Combined Joint Task Force – Horn of Africa (CJTF-HOA) for stability operations in East Africa. In 2011, Japan established its first overseas base since World War II there, to support its forces deployed for anti-piracy operations. Djibouti now hosts the military facilities of four major countries, including China’s first overseas base. It is a key destination for Chinese investments under the ambit of the Belt and Road Initiative (BRI). This Issue Brief of the Observer Research Foundation sets out China’s impact on the economy of Djibouti and the effect of this for the United States, France and Japan, all of which depend on China-controlled ports to sustain their bases.
