Coronavirus: A Double-edged Sword for China

In this new CSS Analysis, Brian Carlson argues that China’s response to the COVID-19 pandemic, including its effort to shape the narrative, will probably have geopolitical ramifications. For China, the pandemic is a double-edged sword, imposing costs on its economy, the prestige of the Chinese Communist Party, and China’s image around the world. This was already less than sterling and suffered further as Beijing diverted blame and claimed credit for its handling of the crisis. The pandemic has also contributed to growing tensions in US-China relations, raising questions about an appropriate European response. China’s limited soft power could prove an obstacle to its foreign policy ambitions. Ultimately, in order to exercise international leadership, China has to re-win friends around the world
