Balancing Act: Countering Digital Disinformation While Respecting Freedom of Expression

State-based responses to disinformation entail legal and regulatory approaches that may violate international norms of freedom of expression.  Without appropriate debate, transparency and scrutiny this can lead to undesirable consequences such as the criminalization of journalism, and other risks to freedom of expression, press freedom, access to information, and privacy. In this research report for the Broadband Commission, Kalina Bontcheva, Julie Posetti, Kalina Bontcheva et al discuss how democracies can respond to the undermining of democratic ideals and institutions by ‘malign state actors’. Their report is a case in point for the digital co-operation advocated by the UN Secretary-General.
