Poor job seekers face many hurdles to finding and keeping high-quality jobs. Over the past decade, workforce development has increasingly come to adopt new strategies to meet the needs of both job seekers and employers, training job seekers for high-quality employment in specific industries and occupational clusters characterised by strong local demand and opportunities for career advancement. In this brief for the Manpower Demonstration Research Corporation, Kelsey Schaberg discusses the effects on education and labour markets, drawing on findings from seven programme evaluations. She highlights gaps in the evidence base and suggests areas for future research.
