Foreign Affairs that the two parties have grown apart demographically, locking people into political viewpoints in dangerous ways. Efforts to end political gerrymandering have been underway for years, but politicians must accelerate the process. One option is for states to ban the practice in their individual jurisdictions. The other is for national leaders to amend the U.S. Constitution to end the practice nationwide. Although both approaches would face stiff political opposition, there is no other structural reform that would do more to diminish the impact of tribalism on U.S. politics.
