Protecting Democracy: The Relevance of International Democracy Promotion for Term Limits
Since 2010, trends towards
autocratisation have been characterised by slow erosion of earlier
democratisation successes. The withdrawal of NATO troops from Afghanistan has reignited a public debate on the limits of democratic advances. Julia Leininger and Daniel Nowack suggest in this Briefing Paper of the
German Development Institute that it is possible effectively to support and protect democracy. In this context, both the protection of core democratic institutions, including term limits for rulers, and the promotion of democratic forces that pro-actively resist attempts at autocratisation are essential. The authors emphasise that democracy must be promoted continuously, as the organisational and oppositional capacity of political and civil society actors can only be consolidated in the long term; but democracy protectors must also react in the short term to political crises with
ad hoc measures and diplomatic means.
