et al discuss policy conclusions for strengthening regulatory regimes for e-money; in particular in jurisdictions where issuers, individually or collectively, have come to be of macro-financial importance. They discuss the development of e-money, its economic benefits and potential risks, additional measures for user protection and contingency arrangements for electronic money issuer (EMI) failure, and offer recommendations to policymakers, especially in emerging market economies and developing countries wherein EMIs have reached a scale at which they could have a significant economic impact if they were to fail.
