The Impact of National Democratic Representation on Decision-making in the European Union

In this issue of the Journal of European Public Policy, Mareike Kleine, Javier Arregui, and Robert Thomson examine the extent to which decision-making in the European Union (EU) is responsive to national democratic politics. They discuss the positions taken by key decision-makers, including representatives in the Council of Ministers, the European Commission, and the European Parliament, with respect to controversial issues. Their findings indicate that the EU responds only to a limited extent to the outcomes of national democratic politics when it is appropriate to do so. The authors suggest that the EU’s decision outcomes should respond in a balanced way to the policy positions of EU national governments’ regardless of those governments and publics’ support for European integration.
