Rather than weaker international cooperation and widespread exits from multilateral institutions, the nature and purpose of the multilateral system is being interrogated – the system is experiencing not decay, but transformation. This Pilot Report by the International Peace Institute and Institute for Economics and Peace addresses developments in the multilateral system over the past decade across five domains: Peace and Security, Human Rights, Environment, Public Health, and Trade. The domains are evaluated across sixty-five indicators covering three dimensions: Participation: What is the state of the multilateral system? Performance: What is working - What is not?  Inclusivity: How has the multilateral system changed over time? The Index provides a basis for tracking this transformation and informing decision-making on the future of multilateralism.
