Integrated Review Refresh 2023: Responding to a More Contested and Volatile World

“Unless democracies like the British do more to build resilience and out-cooperate and out-compete those that are driving instability, the global security situation will deteriorate further, to the detriment of all states and peoples.” This was one of the key points made in the British Prime Minister’s presentation to parliament. The 2023 refresh of the 2021 Integrated Review by the UK Cabinet Office sets out the next evolutionary step in delivering on its aims, against the backdrop of a more volatile and contested world. Its main conclusion is that Britain must shape the global strategic environment, working with like-minded partners around the world, and also with those who do not necessarily share Britain’s values and perspective; to ensure that as threats and volatility increase, the growing importance of deterrence and defence to keep the British people safe and alliances strong is recognized.
