Despite the overall global trend of democratic backsliding, dozens of countries have experienced democratic and economic openings in the past ten years -what the Biden administration calls democratic “bright spots.” In their paper for the
Carnegie Endowment for International Peace Thomas Carothers and Benjamin Feldman differentiate between four types of bright spots and identify thirty-two countries where
bright spots have emerged. Understanding the variety and outcomes of these positive political junctures is key to crafting more effective ways to support them. The authors conclude by summarizing the patterns of outcomes across the four categories, extracting some lessons about why bright spots often fall short, and offering several overarching guidelines for policymakers seeking to assist
bright spot countries.
