Europe’s post–Cold War illusion of having reached the plateau of eternal peace has sadly been shattered. The continent’s strategic outlook, both in its near abroad and globally, has darkened. Its future security, power, and prosperity now depend on whether, and how quickly, it acts to address its vulnerabilities. The scale of the challenge is beyond the capability of any European country acting alone. It can only be met by acting together and getting serious about defense. To survive and prosper in a world of battling giants, Europe must transform itself from a militarily weak confederation into a genuine superpower.
