Japan is taking asimilar approach as part of its national security strategy, aiming to ensure its“strategic indispensability” in key technologies. The authors reason that the EU needs a strategy to ensure it remains an indispensabletechnology player with its own levers to shape a future geo-economic battlefield.Otherwise, it will be trapped in a cycle of responding to what emerges fromWashington, Beijing, and elsewhere.
