The UN, particularly its Security Council,is in a desperate state and in need of reform. The organization must becomemore efficient and less political to tackle the multitude of crises it faces, JudyDempsey of Carnegie Europe argues, after consulting eleven internationalexperts on global affairs.  The UN suffers from geopolitical tensions as numerousmember states with competing interests challenge the international order. Yet,the UN could be a successful norm-setter - if member states allow it to do so -with the UN system supporting follow-up and implementation.
