Virtual Worlds: Balancing European Regulation and Industrial Policy for the Metaverse

The new European Commission strategy,“Virtual Worlds” aims to use a mix of regulation and industrial policy to closethe gap with the United States and China in digital technologies. In this CSDSPolicy Brief, Antonio Calcara analyses the new strategy to indicate how theEuropean Union is balancing regulation and industrial policy. He argues thatEuropean policymakers will have to accept two painful realities: competing inthe digital age will necessarily require a further concentration of resourcesin the most competitive countries and sectors, and thus a reconfiguration ofthe European Single Market. Also, Europe cannot go it alone. Accepting thesetwo realities can offer an opportunity to seek new creative solutions andstrengthen Europe's position in digital technologies.
