The effects of climate change, includingactions to mitigate it, are reshaping development pathways around the world. ODI report. Further attention to the cross-border impactsof climate policy is needed to mitigate potential threats and ensure greatercoherence between climate and development efforts. The authors develop aframework for anticipating the transmitted effects of climate change. It mapscross border spillovers from mitigation as well as adaptation measures, anddirect climate change impacts, through five channels: biophysical, trade,finance, people and technology.
