Recognising the complexity of aligningdiverse Member States' visions for the EU, this report of the Franco-German Working Groupon EU Institutional Reform recommends a flexible EU reform and enlargementprocess. It highlights the need for immediate action to improve the EU'sfunctionality, proposing a list of initial steps before the next Europeanelections. Its recommendations are aimed at achieving three goals: increasingthe EU’s capacity to act, getting the EU enlargement ready, and strengtheningthe rule of law and the EU’s democratic legitimacy. It highlights nineprinciples for future enlargement strategies that aim to make the process moreeffective, credible, and politically guided.
