The European Union still lacks acomprehensive and concrete vision on how to strike a new balance betweenresilience and competitiveness, and between assertiveness and rules-basedcooperation that would allow it to tackle its economic vulnerabilities, whilemaintaining its role as a global actor in the new world order now taking shape.This non-paper by the Spanish Presidency offers a balanced reflection ofthe points of views of the 27 Member States and relevant EU institutions. It aspiresto advance a comprehensive, ambitious and balanced vision of how the EU’s OpenStrategic Autonomy could be reinforced in this decade, challenges thewidespread pessimism, and highlights the numerous competitive strengths of theEU, not only to become a more resilient, competitive and sustainable economy,but also a beacon of innovation, collaboration and stability that could leadthe world into a new era of global prosperity.
