The Gendered Nature of Poverty: Data, Evidence, and Policy Recommendations
Recent studies by the
German Institute of Developmentand Sustainability (IDOS) have allowed analysis of genderdisparities in multi-dimensional poverty in more than 80 low- and middle-incomecountries. In this IDOS policy brief, FrancescoBurchi, and Daniele Malerba use individual-level indices, which encompassthree dimensions - education, health and employment - to summarise the mainfindings of the IDOS studies and to present key policy recommendations. Theirresearch reveals that in recent years, female multidimensional poverty has beenhigher than that of males: on average about 70 per cent higher. Depending onthe specific poverty index used, women make up between 54 and 63 per cent ofthe impoverished population. The very large gender disparities in MENA andSouth Asia have persisted for decades. The studies also find that the increasein gender disparities occurred especially in rural areas and was mostly drivenby disparities in access to paid employment.
