Ukrainian, Forcibly Displaced and Stateless: Challenges from a Human Rights Law Perspective

The forcibly displaced, stateless personswho lived in Ukraine prior to the war without any acknowledged nationality, areparticularly vulnerable. The measures adopted by European countries to supportUkrainian refugees have been successful in many ways, but insufficientlyconsider the situation of stateless persons. In this paper by the LeuvenCentre for Global Governance Studie, Clara van Thillo explores theprotection gaps in the laws of Ukraine and neighbouring countries, as well asat the European level, and critically evaluates those gaps in light ofinternational protection regimes, i.e. international statelessness law,international refugee law, international and European human rights law andinternational humanitarian law.
