Skills Mobility Partnerships: Recommendations and Guidance for Policymakers and Practitioners

As countries across the globe confront newskills and labour requirements, there has been greater movement of skilledworkers around the world, and a measure of cooperation on cross-border skillsmobility. Whilst cooperation on skills mobility is not new, it has not alwaysbeen of benefit to all stakeholders involved: i.e. origin and destinationcountries, migrant workers, the private sector, training and educationinstitutions and civil society. In this report for the InternationalOrganization on Migration (IOM), Anna Knoll and Jamie Slater explain howpolicymakers can design skills mobility partnerships – agreements between twocountries that facilitate the movement of individuals to benefit the labourmarkets of both countries of origin and destination – in a sustainable andeffective way.
