Notwithstanding disputes over the ‘phasing’ of troop withdrawals and a hostage-prisoner exchange, the core divergence in the negotiations centres on what will happen to Gaza after a ceasefire. Amjad Iraqi of the Chatham House Middle East and North Africa Programme suggests that it is here that international actors, chiefly the US, are harming prospects both for a deal and a path out of the conflict.  “Day After” proposals have been deeply contested in Israel’s political and military establishment, but the Israeli actors are united on a common premise that Israel will maintain overarching authority over Gaza, whether by direct rule or by subcontracting aspects of governance to third parties.
