Southeast Asia is Starting the Work of Fixing a Broken World Order

As UN reform remains elusive and ongoing crises escalate, several trends in Southeast Asia offer a picture of multilateralism done right. Elina Noor of the Asia Programme at Carnegie Endowment for International Peace suggests that growing self-confidence within the Global South, matched by growing interest in the South is creating momentum for a reconfiguration of priorities and alignments. A greater focus on the Global South also adds impetus to multilateral reform by advancing what matters to most the world’s population. The ASEAN Digital Economy Framework Agreement tees up what is touted as the world’s first “major region-wide digital economy agreement” when negotiations conclude next year. Once in force, the agreement could set the stage for extra-regional players to also adhere to ASEAN standards when doing business in Southeast Asia. Smaller arrangements and multilateralism are not inherently exclusive. https://www.scmp.com
