Africa and the Great Power Competition at the World Trade Organization
The
dispute settlement mechanism of the World Trade Organization (WTO) offered a rules-based platform for resolving trade disputes and counteracting power asymmetries in global trade. Yet, rising tensions among the organization’s three largest economies – the United States, the European Union, and China - threaten both the response potential of the WTO and the ability of the organization’s African member states to enforce their rights in a depoliticized manner. In this article for the
Carnegie Endowment for International Peace, Kholofelo Kugler breaks down the WTO’s dispute settlement mechanism and argues that the incapacitation of this process and the larger organizational paralysis disproportionately affects smaller economies.
